Abstract

Surabaya has many Dutch Colonial heritage buildings that need preservation for reactivation. One of them is the former Post Office built in 1928, and now used for a rented hall, mainly for an art gallery, the so-called Pos Bloc building. Pos Bloc underwent numerous changes in its building function before being used as Surabaya’s central post office until 2022. As technology disrupted the postal industry, the main building became vacant and inefficient. This research aims to recommend more optimized adaptive reuse functions. Through neighborhood and market analysis, literature review, and interviews with Surabaya City government and Pos Bloc representatives, criteria for determining the proposed functions were derived. The analysis applies the Analytical Hierarchy Process (AHP) and Multi-Criteria Decision Making (MCDM) to compare five proposed functions: (1) art gallery complex; (2) community center; (3) museum; (4) restaurant and culinary space; and (5) mixed function. A questionnaire was developed to obtain the community and expert assessment, and was included in the analysis. The result is the development of a mixed function between art gallery and museum, combined with community activity within the Pos Bloc to keep the area lively and active.
